Angelina Jolie appears to be under the influence of drugs in a startling video that has leaked online.

According to contactmusic.com, the 16-minute footage was put online by US tabloid National Enquirer on July 8, 1999, and is thought to have been shot at the Ansonia Hotel building in New York City.

The video, which was released to the magazine on Tuesday by Franklin Meyer, 69, shows Angelina Jolie looking startlingly thin, babbling on the phone, pacing, and fidgeting.

Her arms are scratched and her eyes are bloodshot and sunken. Angelina Jolie scratches at her skin with her dirty fingernails while her self-proclaimed drug dealer films her on the phone with her father in the living room.

The ex-con said he used to make “special deliveries” of cocaine and heroin to her run-down flat in New York City’s Ansonia hotel.

According to the Daily Mail, Meyer said: “Angie was a client of mine for several years. I sold her heroin and cocaine. One day she called me up and wanted me to drop by her place. That was her way of telling me she wanted me to bring her drugs.”

Meyer also stated that while Angelina stayed in New York City, he would see her two or three times a week and that she spent an average of $100 on drugs each time.

Franklin Meyer, a convicted drug dealer, claims he took the 16-minute clip with Jolie’s permission in 1999 when she summoned him to her Manhattan residence to replenish her supply of heroin and cocaine.

Her New York flat, which was used to record the video, was characterized by the National Enquirer as a “drug den” with weird photographs on the walls.

“One thing I remember on Angelina’s walls were several actual photographs of dead people – like crime scene photos,” Meyer said. “She must have gotten them from the coroner’s office.”

It’s difficult to hear what Jolie is saying on the phone in the video, but according to The Daily Mail, she’s talking about her late mother, Marcheline Bertrand, and her brother James Haven, whom she refers to as “Jamie.”

“The thing is, you know, it’s that idea trying to get a house or a room for everybody. It’s not, it’s just not necessary,” Jolie says in the video, according to The Daily Mail. “You know but it’s, you know it’s, whatever that house …  I said once, well, what if I stop working? She’s like, telling me to relax, you know. But to, you know, I said what if I don’t work for you, what if I don’t make that much money? And you stay in an apartment until I make more money so that you can get a bigger house. What if something happens to me? You know, I don’t want this to ruin our relationship. And I don’t want it to be this thing where, you know, we go out to do something or to dinner or go shopping and you know, or her coming out to visit, and not buying something for herself.”

Although the footage is upsetting, it is not entirely startling. The actress has been open about her struggles with addiction in the past. She has, thankfully, gone a long way in the previous 15 years, and she appears to be happy and well with her husband Brad Pitt and their children.

Angelina Jolie, an internationally known humanitarian, is a global face for social action, and the leaked film might jeopardize her chivalrous reputation.
